About CCSS

Overview

The Cognisance Centre for Strategic Studies (CCSS) is an independent, non-profit, and non-partisan think tank dedicated to advancing strategic research, policy innovation, and knowledge production for Sudan. Based in the United Kingdom, CCSS serves as a convening platform and intellectual engine for inclusive peacebuilding, democratic transition, and just reconstruction in Sudan.

Vision

To be a leading, independent intellectual platform contributing to knowledge production, policy analysis, and civic dialogue, supporting Sudan’s transition toward a peaceful, just, democratic, and pluralistic state.

Mission

To foster visionary, evidence-based, and action-oriented policy thinking that contributes to:

  • Ending cycles of war and political fragmentation in Sudan.
  • Shaping an inclusive, democratic, and accountable state.
  • Supporting a new national policy generation grounded in justice, civic values, and knowledge.

Strategic Purpose

CCSS is being established as part of a larger effort to lay the intellectual and institutional groundwork for a new Sudanese Establishment—a political, civic, and governance order rooted in democratic legitimacy, civil authority, and national cohesion. We recognize that Sudan’s current collapse stems not only from military domination and elite fragmentation but from the absence of a coherent strategic vision and institutional memory. In response, CCSS seeks to:

  • Offer a long-term strategic vision for Sudanese peace and statehood beyond the current war.
  • Help craft a new national vision that transcends war and division, ultimately contributing to the development of a “Sudanese Establishment”—a legitimate, independent civic reference point drawn from the conscience and collective wisdom of the people.
  • Build a cadre of strategic thinkers and public intellectuals capable of informing national dialogue and public policy.
  • Serve as a repository of critical knowledge and a bridge between Sudanese expertise inside and outside the country.

Objectives

  • Thought Leadership: Produce cutting-edge, policy-relevant research and frameworks for conflict resolution, transitional justice, and institutional reform.
  • Dialogue & Convening: Provide safe, pluralistic spaces—physical and virtual—for dialogue across political, generational, and disciplinary lines.
  • Capacity Building: Support a new generation of Sudanese analysts, policy professionals, and civic leaders.
  • Transitional and post-conflict economic planning: Provide a platform for scenario development, institutional reform proposals, and national policy debates.
  • Strategic Communication: Influence public discourse and policy through accessible publications, media engagement, and strategic campaigns.

Institutional Form & Governance

CCSS is currently being incubated under a UK-based fiscal host and will transition into a non-profit company limited by guarantee (CLG). The organisational structure starts as follows:

Sudan’s war is not only a political and humanitarian crisis—it is a moment of historical rupture that demands deep rethinking. CCSS emerges as a response to this need: a generational project to seed the strategic, ethical, and institutional frameworks for a new Sudanese Establishment. One that is:
